Harkness graduated top of his class at Starfleet Academy in 2357, achieving Lieutenant junior grade. He served aboard USS Galaxy as security officer between 2357 and 2359. Harkness attended the Special Operations Training Academy from 2359 until 2360, when he took a leave of absence after his mother died. Harkness was promoted to Lieutenant full grade in 2361 and served aboard the USS Victory as the Chief of Security until 2365.
Charles Harkness was then promoted and transfered to the command division aboard the USS Ontario as second officer and Operations Manager between 2365 and 2367. Promoted to the rank of Commander in 2367, he received the position of first officer. In 2370, Starfleet Command offered Harkness command of the USS Ontario, which he accepted.
After the destruction of the Ontario during the second Borg invasion of Federation space, Harkness accepted command of the USS Toronto in
