Unbeknownst to the junior officers, the survey mission is a public cover for a covert operation to gather information about a mysterious race known as the Rokarians who destroyed a Federation research station the year earlier. The poorly conceived covert mission will bring the Anaximander to the brink of destruction and the Federation to the brink of full-scale war.
